• Authorizes use of bicycle traffic signals (circular, arrow, and bicycle-shaped signals) at intersections, with the same meanings as vehicle signals but applying only to bicyclists in bicycle lanes or paths.

• Requires drivers to change lanes when passing bicycles on single-lane roadways if the lane is too narrow for safe side-by-side travel; permits same-lane passing with minimum 3-foot clearance when the lane is wide enough and safe.

• Permits bicycle operators to ride in the left half of one-way roads with 2+ lanes and speeds under 30 mph, use paved shoulders, and use dedicated right-turn lanes even if not turning right.

• Allows bicycle operators to treat stop signs as yield signs at intersections with 2 or fewer traffic lanes (reducing speed and yielding to vehicles already in intersection) while requiring complete stops at intersections with 3+ lanes or when vehicles are present.

• Prohibits drivers from using horns when passing bicycles or animal-drawn vehicles under normal conditions where no collision danger exists; expires the bike yield rule after 4 years unless extended by legislature.
