Restricts Supplemental Nutrition Assistance Program (SNAP) benefits to purchase only foods, food products, and beverages with beneficial nutritional value.

Requires the Department of Health and Social Services to draft an approved foods list using Women, Infants, and Children (WIC) Program guidelines as a starting point, with expansion to improve selection and affordability.

Directs the Department to promulgate rules and regulations identifying specific eligible foods and beverages within 120 days of the Act's effective date.

Requires the Department to request a waiver from the U.S. Department of Agriculture Secretary within 30 days of enactment to implement these provisions.

Act becomes effective upon USDA waiver approval, with Section 1 taking effect upon either regulation promulgation or 6 months after waiver approval, whichever occurs first.
