Allows Farm Wineries, Brewery-pubs, Microbreweries, Craft Distilleries, and qualified out-of-state suppliers to obtain permits for selling alcoholic beverages at Farmers' Markets and Agricultural Themed Events from April through November.

Permit holders may conduct tastings limited to 1 ounce of beer/wine/mead or 0.5 ounce of spirits with a maximum of 5 samples per person per day, and sell up to 200 liters of beer/wine/mead and 100 liters of spirits per day in closed containers for off-premises consumption.

Requires the Secretary of Agriculture to certify events as qualifying Farmers' Markets or Agricultural Themed Events, with Farmers' Markets defined as two or more farmer-producers selling agricultural products directly to the public, and Agricultural Themed Events defined as public events celebrating Delaware agriculture.

Mandates that permit holder employees complete responsible alcoholic beverage training, the event host must approve alcohol sales, and the alcohol sales area must be separated from other vendors with signage prohibiting entry to persons under 21.

Establishes a biennial permit fee of $100 plus $5 per event, with permit holders required to pay excise taxes and report sales to the Division of Revenue.
