Requires the Division of Medicaid and Medical Assistance, Division of Public Health, and Office of Management and Budget to submit a comprehensive joint report on diabetes to the General Assembly every 2 years.

First report due by June 30, 2019, with subsequent reports due by June 30 every 2 years thereafter.

Reports must include prevalence and burden of diabetes in Delaware, diabetes programs and initiatives, financial impact estimates, and number of people served by each agency.

Reports must describe each agency's implemented programs for diabetes care and prevention, assess expected benefits and outcomes, and identify current funding levels.

Each agency must provide individual plans with recommendations for diabetes prevention and control, including intended outcomes and cost and time estimates for implementation.
