Renames the "Division of Long-Term Care Residents Protection" to the "Division of Health Care Quality" to reflect its expanded oversight of long-term, acute, and outpatient health care services.

Expands the Division's scope and definitions to include acute and outpatient health care facilities and agencies, not just long-term care facilities.

Grants the Division Director subpoena power to compel witnesses and obtain records during investigations and public hearings.

Authorizes the Division to request emergency medical system (EMS) and paramedic records when investigating care or treatment at licensed facilities involving patient transfers between care settings.

Requires prescribed pediatric extended care centers to use the Background Check Center for employee screening, and mandates development of an Interagency Transfer Form to standardize information exchange between health care facilities during patient transitions.
