Amends Delaware's Medical Marijuana Act to allow minors under 18 with debilitating medical conditions not specifically listed in statute to petition the Department for consideration of their condition.

Adds a new category (4) to qualifying conditions for minors, permitting the Department to approve "any other medical condition or its treatment" through the petition process already available to adults.

Minors under 18 approved for medical marijuana use may only receive marijuana oil, not other forms of cannabis.

Maintains existing requirements that the Department approve or deny applications within 45 days and issue registry identification cards within 30 days of approval.

Designates the legislation as "Jonathan Mitchell's law."
