Adds review by the Drug Overdose Fatality Review Commission to the definition of "legitimate public health purpose" under Delaware health information law, allowing the Commission to access protected health information.

Authorizes the Office of Controlled Substances to provide prescription monitoring program data to the Drug Overdose Fatality Review Commission in furtherance of its duties.

Expands Commission membership to include the Director of the Delaware Division of Forensic Science and adds the Commissioner of the Delaware Department of Corrections as a member by virtue of position.

Clarifies that the Commission may compel production of any records related to overdose deaths or pertinent to the Commission's investigation through process issued by the Department of Justice.

Permits mental health hospitals and residential centers to release clinical records to the Drug Overdose Fatality Review Commission upon request for investigations or reviews.
