Exempts all construction contracts entered into by Delaware county and municipal governments from state prevailing wage requirements under § 6960

Requires counties and municipalities using the exemption to prepare a cost comparison report analyzing actual project costs versus what costs would have been under prevailing wage requirements

Cost study comparison reports must be submitted to the Delaware Controller General's Office within 27 months of the act's effective date

Controller General's Office must compile a summary report of all cost comparisons and distribute it to General Assembly members 30 months after the act takes effect

The entire act automatically sunsets (expires) 3 years after its effective date
