Requires a permit from the Department of Health and Social Services before placing any donation bin in a public place, with an annual fee of $100.00 per bin.

Permit applicants must provide detailed information including applicant name and address, entity type, bin description with photograph, property location, and documentation of property owner consent if applicable.

Donation bins must be placed on concrete or paved surfaces, completely enclosed with locked security mechanisms, not exceed 5 feet by 5 feet in ground area or 6 feet in height, and be regularly emptied to prevent overflow.

Bins must display owner/operator contact information, the permit, and a notice showing the regular collection schedule on the exterior.

Violations are subject to civil penalties of at least $100 for first offense and at least $500 for subsequent offenses, with Justice of the Peace Court having exclusive jurisdiction; non-compliant bins may be seized and removed at the owner's expense.
