Amends Delaware Code § 4182 to create an exemption for vehicles started with remote starters or similar devices that do not require keys in the ignition.

Exemption applies only when the remote starter requires the key to be placed in the ignition or physically present in the vehicle before the vehicle can be operated.

Original law requires unattended motor vehicles to have engines stopped, ignition locked, keys removed, and brakes set to prevent theft.

Between 2013 and 2015, 206 cars were stolen in Delaware due to owners leaving keys in unattended vehicles, with 12 remaining unrecovered.

Modernizes outdated statute to reflect improved vehicle security technology while maintaining theft prevention safeguards.
