Renames the "Division of Long-Term Care Residents Protection" to "Division of Health Care Quality" throughout Delaware Code Titles 16, 24, and 29.

Changes the appointment authority for special investigators from "may appoint" to "shall appoint" qualified persons with minimum 10 years police experience to investigate abuse, neglect, mistreatment, and financial exploitation in long-term care facilities.

Updates references to the renamed division in sections governing nursing staffing, hospital record disclosures, attendant screening, and physician reporting duties regarding child and adult abuse reports.

Clarifies that the Division of Health Care Quality is recognized as a "public health authority" and "health oversight agency" for purposes of accessing hospital records in investigations involving facilities and individuals.

Takes effect upon enactment of House Bill No. 208 of the 149th General Assembly, with certain provisions sunsetting upon enactment of House Bill No. 195 of the 149th General Assembly.
