Establishes the Delaware Commission on Concealed Weapon Licensing to centralize and modernize the concealed carry licensing process, transferring authority from the Superior Court and Attorney General to this new dedicated commission.

Creates a licensing requirement for Personal Protection Firearms Instructors, who must meet specified certifications and submit course syllabi to the Commission for approval before they can legally teach the mandatory firearms training.

Increases application fees for concealed carry licenses from $65 to $95 for initial applications and $75 for renewals; establishes $100 fees for temporary licenses and $150 initial/$100 renewal fees for residents of contiguous states (Pennsylvania, Maryland, New Jersey) who work or own property in Delaware.

Requires all initial concealed carry applicants to complete a minimum of 8 contact hours of firearms training covering safe handling, storage, shooting fundamentals, state and federal firearms laws, use of deadly force, and methods of carrying concealed weapons.

Allows the Commission to recognize concealed carry licenses from other states with "reasonably similar" training requirements, while prohibiting Delaware residents from using non-resident out-of-state licenses to carry in Delaware.
