Exempts Delaware Department of Transportation construction contracts from prevailing wage requirements under § 6960 of Title 29 for construction projects located in Delaware.

Requires DelDOT to prepare cost comparison reports showing project costs during the first 2 years of using the exemption versus what costs would have been without the exemption.

Mandates DelDOT submit cost study comparison reports to the Delaware Controller General's Office within 27 months of the act's effective date.

Requires the Controller General's Office to establish a standardized form for cost comparison reports and compile results into a summary report for distribution to the General Assembly within 30 months.

Sunset provision automatically terminates the exemption 3 years after the act's effective date.
