Establishes a Joint Legislative Grant-in-Aid Committee composed of 5 Senate members and 5 House members appointed by the President Pro Tempore and Speaker, with chairperson rotating annually between chambers.

Defines grant-in-aid recipients as incorporated non-profits meeting 11 criteria including 2-year incorporation requirement, active board of directors, non-duplication of services, annual audits, and prohibition on using funds for elected officials' salaries.

Requires grant-in-aid recipients to submit annual reports by January 15 including agency goals, how state funds were used, 5-year budget reports, and other information requested by the Committee.

Authorizes the Committee to issue subpoenas, compel witness testimony under oath, and request production of records and documents from grant-in-aid agencies under review.

Provides Committee staff through Division of Research of Legislative Council and Office of the Controller General, with General Assembly to appropriate necessary funds for Committee operations.
