Removes the requirement that Delaware state officers and employees donate accrued sick leave and annual leave in equal amounts to the Leave Bank or other employees.

Permits state officers and employees to donate up to one half of their yearly accrued sick leave per year without matching it with annual leave donations.

Allows state officers and employees to donate additional sick leave beyond one half of their yearly accrual, but such donations must be matched at a ratio of two hours of sick leave per one hour of annual leave.

Permits employees who donate up to one half their yearly sick leave accrual to also donate additional annual leave up to their available balance as of the donation date.

Effective date is 90 days following enactment.
