Adds mandatory 5-year minimum sentence at Level V prison for convictions under Delaware's "Jessica's Law" sexual offenses when the victim is a child under 7 years of age, in addition to the existing 25-year-to-life sentences.

Requires minimum 5-year sentence at Level V for convictions of Unlawful Sexual Contact in the First Degree (§ 769) or Kidnapping in the Second Degree for sexual abuse (§ 783(4)) when victim is under 7 years old.

Requires minimum 10-year sentence at Level V for convictions of Kidnapping in the First Degree for sexual abuse (§ 783A(4)) when victim is under 7 years old.

Makes sentencing decisions discretionary on application by the State, rather than mandatory across all cases.

Repeals prior requirement for fiscal impact reporting to the Controller General and Joint Finance Committee.
