Original application requires a one-time $10 administrative fee deposited into a special fund for Division of Motor Vehicles administration; no additional fees required for annual renewal beyond standard registration fees

Limits each veteran to one special plate and requires United States Department of Defense certification of veteran status

Upon the veteran's death, surviving spouse may transfer the plate to an eligible vehicle owned by the spouse; if no spouse exists, the Department requests plate return within 90 days
