Amends the Delaware County and Municipal Police/Firefighter Pension Plan to expand the definition of eligible "Employee" to include full-time paid firefighters in volunteer fire companies.

Full-time paid firefighters in volunteer fire companies that affiliate with the Fund become eligible to join the pension plan.

Adds new subsection (d) to the employee definition to specifically include this category of firefighters alongside police officers, Wilmington firefighters, and county paramedics.

Allows volunteer fire companies in Delaware to affiliate with the existing pension fund to provide retirement benefits to their full-time paid staff.
