Allows Sussex County government to designate and create enterprise zones within unincorporated areas of the county by act of its governing body.

Permits any municipality with a portion located in Sussex County to designate and create enterprise zones within its boundaries in Sussex County.

Prohibits employers from requiring employees within enterprise zones to become or remain members of labor organizations or pay union dues, fees, assessments, or equivalent payments to any third party.

Exempts from these restrictions: employers covered by the Federal Railway Labor Act, federal employers and employees, employees on exclusive federal enclaves, public employees, public school employees, and employment contracts entered into before the law's effective date (though renewals and extensions are covered).
