Extends the annual report filing deadline for captive insurance companies from March 1 to April 15 of each year.

Requires captive insurance companies to file annual financial condition reports verified by oath of 2 executive officers or authorized persons.

Allows captive insurers using alternative fiscal year-ends to file their annual report 60 days after fiscal year-end, with a separate form due by April 15 for calendar year-end information to support premium tax returns.

Permits captive insurance companies to report using generally accepted accounting principles, statutory accounting principles, or international accounting standards as approved by the Commissioner.
