Dissolves and reestablishes the Human Trafficking Coordinating Council as the Human Trafficking Interagency Coordinating Council with 13 members representing judicial, law enforcement, health care, and victim advocacy sectors.

Designates the Department of Health and Social Services representative as temporary Chair to organize the initial council meeting, set meeting date/time/place, and prepare meeting notices and agendas.

Requires council members to elect a permanent Chair and Vice Chair at the initial organizational meeting, with subsequent annual elections for these leadership positions from among council members.

Includes representation from advocates and persons working with trafficking victims (4 members appointed by the Governor for 3-year terms) with requirement for representation from all 3 counties.
