Changes prevailing wage determination from annual survey method to payroll information provided by contractors to the Department of Labor, effective January 1, 2019.

Establishes prevailing wage as either collective bargaining agreement rates (if prevailed for 4 consecutive years in the county) or the wage paid to the majority of workers, weighted by number of workers at each rate.

Requires contractors to provide weekly sworn payroll information to the Department of Labor, which shall retain records as long as necessary to set prevailing wages under this section.

Repeals the Prevailing Wage Advisory Committee, which was created to recommend improvements to the prevailing wage survey but is no longer needed under the new payroll-based system.

Removes the prevailing wage "lock-in" provision that was previously authorized, allowing wage rates to adjust annually based on collective bargaining agreements or the Consumer Price Index-Construction.
