Authorizes the Delaware Department of Transportation to provide one-time Community Transportation Fund reimbursements totaling $487,937 to six organizations for parking lot improvements, road projects, pool area improvements, and sign improvements.

Permits the Director of the Office of Management and Budget and Controller General to transfer funds from the Department of Finance to support the Delaware Strategic Fund, with reauthorization of transferred New Jobs Infrastructure Fund balances available for Fiscal Year 2019.

Establishes a Critical Capital Needs/Deferred Maintenance appropriation at Delaware Technical Community College and transfers unencumbered balances from seven existing projects to address deferred maintenance identified in the College's April 2015 Capital Needs Report.

Allows the Department of Transportation to subordinate the State's fee interest in four Wilmington tax parcels to leasehold mortgages securing project loans for the Wilmington Transit Center development, and exempts Transit Center, LLC from environmental liability for existing site conditions.

Prohibits the Department of Transportation from vacating Sheep Pen Road in Millsboro and authorizes transfer of up to $2,000,000 to the Riverfront Development Corporation for the Garashes "L" project (roadway realignment, sidewalk connections, drainage, and environmental remediation) to be completed by May 2019.
