Establishes special "MV" (Military Veterans) license plates for honorably discharged veterans of the United States military in Delaware.

Applies only to private passenger vehicles and trucks with ¾-ton or less manufacturer's rated capacity.

Requires applicants to provide official documentation of honorable discharge and obtain certification from the U.S. Department of Defense.

Charges a $15 one-time administrative fee for original application, with no additional fees for renewals beyond standard annual registration fees; revenue deposited into special fund for Division of Motor Vehicles administration.

Allows surviving spouses of deceased veterans to transfer the plate to their own eligible vehicle at no additional fee.
