Restructures the at-large membership of Delaware's Domestic Violence Coordinating Council from 6 separately elected positions to 7 members elected as a consolidated group

New at-large composition requires: 1 domestic violence victim/survivor representative, 1 sexual assault victim/survivor representative, 1 health care community representative, and 4 public members

Establishes 3-year terms for at-large members with eligibility for reelection

Allows removal of at-large members who miss 2 or more consecutive Council meetings

Requires vacancies to be filled by Council election within 60 days; effective for the first Council meeting of 2019
