Amends Delaware Code Title 29, Section 10214 regarding the Joint Legislative Oversight and Sunset Committee's recommendation authority

Codifies the Committee's existing practice of recommending conditional continuation of state agencies, allowing agencies to continue unless or until specific conditions are met or modifications are made

Clarifies language in the statute by changing "hold over" to "hold over" with proper formatting and adding "continuation" as an explicit recommendation option

The Committee retains authority to recommend agency termination, consolidation, merger, transfer of functions, budget appropriation limits, and necessary legislation
