Establishes procedures for public employees to revoke authorization for union dues or service fee deductions from their paychecks, with at least one revocation period annually.

Allows revocation by written request during the 15 to 30 days before an employee's anniversary date of employment, effective on the anniversary date, if the authorization does not specify a revocation period.

Requires union authorizations to specify revocation periods and procedures; if not specified, revocation defaults to the anniversary date method.

Maintains employer payroll deduction of union dues in compliance with collective bargaining agreements or upon written employee authorization.

Prohibits public employers from involvement in collecting fines, penalties, or special assessments levied by the union on its members.
