Requires all candidates for statewide or other elective office who appear on general election ballots to file a sworn disclosure statement with the State Commissioner of Elections between August 1st and September 1st of the election year.

Disclosure statement must confirm the candidate has filed all required State and Federal personal income tax returns (or has a pending extension), paid all State and Federal personal income taxes determined to be due, and paid all assessed real property taxes due prior to May 30th of the election year.

Candidates in special elections must file the same disclosure statement within 7 days of filing to be a candidate.

Candidates who fail to file the required statement face a fine of $50 per day until filed, with a maximum total fine of $3,000.

The Commissioner of Elections must post all filed disclosure statements on the state's internet site by September 8th for general elections and at least 10 days before special elections, and must also publish the names of candidates who failed to file.
