Restructures underage gambling violations into two categories: individuals under 18 cannot purchase lottery tickets or participate in Internet ticket games; individuals under 21 cannot wager on video lottery, sports lottery, table games, Internet table games, or Internet video lottery.

Classifies violations as unclassified misdemeanors and requires convicted individuals to complete 5 hours of counseling on problem gambling.

Establishes jurisdiction with Justice of the Peace Court for individuals 18 and older and Family Court for individuals 17 and younger.

Adds underage gambling violations to the list of offenses eligible for probation before judgment under Title 11.

Authorizes peace officers to arrest without a warrant for underage gambling when the arrest is based on personal investigation at the scene, a gaming employee witnessed the activity, and the person is still present.
