Creates the Delaware School Safety and Security Fund with initial funding of $5 million to support school safety and security projects in school districts, vocational technical schools, and charter schools.

Eligible expenses include camera systems, vestibule improvements, panic buttons, door/window locks, magnet security systems, swipe card systems, visitor security systems, motion detectors, security lighting, bus camera and GPS systems, active shooter training, and restraint training.

Fund distribution to schools shall be allocated proportionately based on the previous year's Division I unit count as certified in Delaware Code Title 14.

Department of Education and Department of Safety and Homeland Security shall jointly develop a review process and establish criteria for evaluating school funding requests.

Charter schools are ineligible for improvements classified as major capital expenditures; the Act becomes effective upon specific annual appropriation.
