Requires every public school in Delaware to be equipped with a silent alarm system capable of notifying local law enforcement of an emergency.

Silent alarm system must be manually activated from at least 1 location within the public school and will alert authorities without simultaneously activating an audible alarm in the building.

Each board of education is responsible for ensuring compliance with the silent alarm system requirement in all schools under their jurisdiction.

School districts must notify ambulance, fire, and police service providers of gate and entrance locations on school property bounded by walls or fences, and provide keys to those enclosed areas.

The Act takes effect upon availability of funds in the Annual Appropriations Act to cover the initial costs of installing the alarm systems.
