Requires minors seeking to marry to petition the Family Court in their county of residence, with a parent, legal guardian, or next friend filing the petition on their behalf.

Directs Family Court judges to consider best interests of the minor, wishes of the minor and parents/guardians, mental and physical health of parties, criminal history, and compliance with Delaware law before approving any minor marriage.

Updates outdated language in § 111 by replacing reference to "insane asylums" with "Delaware Psychiatric Center or other designated psychiatric treatment facilities" and removes minors from the category of persons requiring special documentation.

Modifies § 1506 annulment provisions to clarify that marriages of underage parties lacking parental or judicial consent may be annulled, with the option to confirm the marriage upon reaching legal age.
