Expands the Ada Leigh Soles Memorial Professional Librarian and Archivist Incentive Program to include employees of member libraries of the Delaware Library Consortium, in addition to public libraries, school libraries, and state agency libraries.

Allows program awards for graduate education in master's degree programs in library and information studies accredited by the American Library Association, with preference given to current library employees.

Permits awards for bachelor's degrees prior to or doctoral degrees following a master's degree, limited to persons employed at eligible Delaware libraries for a minimum of 2 years.

Defines qualifying employment as librarian or archivist positions in public libraries, school libraries, Delaware Library Consortium member libraries, and state or political subdivision agencies in Delaware.

Maintains loan forgiveness rates of 1 year employment per 1 year of loan for bachelor's students and 2 years employment per 1 year of loan for master's and doctoral students.
