Amends Delaware Code Title 21, Chapter 63 regarding grounds for denying, suspending, or revoking motor vehicle dealer licenses.

Consolidates grounds for license denial by removing the standalone requirement to comply with Title 21 and Title 30, incorporating it into the general failure to comply provision.

Adds new grounds for license denial including: determination that applicant no longer meets standards in section 6312; previous license suspension/revocation with unsatisfied terms; and use of call forwarding or mail forwarding services during business hours or selling from unlicensed locations.

Clarifies that recreational vehicle dealers with multiple Delaware locations may maintain a single service facility to satisfy service facility requirements.

Expands conviction-based license denial to include violations of Title 30 in addition to Title 11 fraudulent or criminal acts related to vehicle sales.
