Creates the Delaware Commission on Irish Heritage and Culture to establish and maintain cultural ties between Irish people and Irish-Americans, and to promote programs and events related to Irish history, heritage, culture, and language.

Commission consists of 11 members appointed by: Speaker of the House (2), President Pro Tempore of the Senate (2), Irish American Chamber of Commerce and Trade Council of Delaware (1), New Castle County Irish Society (1), St. Patrick's Day Society (1), Irish Culture Club of Delaware (2 - one from Kent County and one from Sussex County), Governor (1), and Lieutenant Governor (1).

Members may be U.S. citizens or hold dual citizenship with Ireland, the United Kingdom, or any nation not hostile to the United States or Ireland; serve at the pleasure of the appointing authority and receive no compensation.

Commission shall be led by an elected Chair serving a two-year term and fall under the authority of the Secretary of State; a majority of members constitutes a quorum to conduct business.

Secretary of State or designee shall organize and hold the Commission's initial meeting and assume Chair duties if a vacancy occurs.
