Creates the Biometric Privacy Protection Act requiring persons possessing biometric data to develop written retention schedules, obtain informed consent before collection, and prohibit sale or profitable use of biometric information

Requires clear notice to individuals before acquiring biometric identifiers (fingerprints, facial scans, voice recognition, etc.) specifying what data is collected, purposes, and retention duration

Prohibits disclosure or dissemination of biometric information except with consent, to complete authorized transactions, by legal requirement, or pursuant to court orders

Creates the Geolocation Privacy Protection Act requiring affirmative express consent from individuals before location-based applications collect, use, or disclose precise mobile device location data

Grants the Consumer Protection Unit of the Department of Justice enforcement authority over both acts; exempts financial institutions, health care providers, telecommunications companies, and state government from coverage; becomes effective January 1 following enactment
