Authorizes the Department of Natural Resources and Environmental Control to execute resident curatorship agreements for historic structures on state public lands with life estates for individuals or up to 30-year agreements for corporate or governmental entities.

Requires lessees to renovate and maintain structures to National Park Service Secretary of Interior Standards where feasible, and permits use of curtilage and accessory buildings necessary for the intended purpose.

Makes curatorship agreements exempt from Delaware's Landlord Tenant Code (Chapter 53, Title 25) and allows qualifying expenditures exceeding fair market rent value to be eligible for Land and Historic Resource Tax Credits.

Permits lessees to obtain insurance on the structure up to the total value of expenditures made, pro-rated for the expected life of the agreement.

Directs DNREC to adopt necessary rules and regulations to implement the program and provides authority to impose additional lease conditions deemed advisable for the public good.
