Revises job classification levels for protective services staff, updating titles from "Social Worker" designations (I, II, III) to "Family Service Specialist" classifications (Master, Senior, and basic levels).

Updates service descriptions to reflect modern terminology, including replacing "rest-residential homes" with "long-term care facility" and "home health care, homemaker services, day care and chore services" with "personal care, attendant and adult day services."
