Allows municipalities to accrue disbursements for up to three years for larger construction projects.

Adds population adjustment provision allowing municipalities to update population figures between decennial census periods by providing proof of new dwelling construction through certificates of occupancy.

Changes annual expenditure report deadline from October 1 to August 15 and requires current fiscal year payment to be withheld until prior year report is received.
