Excludes powdered alcoholic beverages from the definition of "alcoholic liquor" in Delaware Code Title 4, making them illegal to manufacture, distribute, sell, or possess.

Defines "powdered alcoholic beverage" as powders or crystals that, when mixed with sugar, water, or other nonalcoholic materials, ferment or become wine, beer, or other alcoholic beverages.

Creates a new criminal offense for manufacturing, distributing, selling, offering for sale, possessing, purchasing, or using a powdered alcoholic beverage.

Imposes a fine of not more than $100 and potential imprisonment of 30 days for violation of the powdered alcohol prohibition, with jurisdiction in justices of the peace courts.

Aligns Delaware with 36 other states that have banned powdered alcohol, citing public health concerns about binge drinking and overconsumption.
