Prohibits manufacture, sale, transfer, purchase, receipt, and unlawful possession of large-capacity magazines, defined as ammunition feeding devices holding more than 10 rounds.

Makes possession of a large-capacity magazine unlawful only when in a public place while possessing a firearm capable of accepting the magazine; possession in private areas remains legal.

Exempts armed forces members, National Guard members acting in official duties, qualified law-enforcement officers, qualified retired law-enforcement officers, and shooting range employees conducting short-term rentals (maximum 8 hours).

Permits licensed firearms dealers and manufacturers to repair, service, alter, or sell large-capacity magazines to authorized persons, other licensed dealers, or government agencies and the military.

Establishes violation as a class A misdemeanor for first offense and class G felony for subsequent offenses, with Superior Court having exclusive jurisdiction; effective December 7, 2018.
