Proposes constitutional amendment to Article VIII of Delaware Constitution limiting base general fund operating appropriations for succeeding fiscal years to current year appropriations adjusted by average of 3 most recent years' Consumer Price Index increases plus average of 3 most recent years' state population increases.

Exempts emergency appropriations involving health, safety, or welfare of state citizens from spending limitations if approved by three-fifths majority of members in each house of General Assembly.

Requires Governor to limit recommended budget growth to the same formula: average of 3 most recent years' Consumer Price Index increases plus average of 3 most recent years' population increases.

Defines "base general fund operating appropriations" as general fund appropriations in the annual Budget Appropriation Bill excluding those identified as one-time appropriations.

Requires General Assembly to approve joint resolution by majority vote determining current year base appropriations, average Consumer Price Index increase, and average state population increase, signed by the Governor.
