Modifies Town Council election procedures by requiring candidates to file written notice of intention by 5 p.m. on the last Friday in June and establishing a Board of Elections with at least three qualified voters to oversee elections.

Updates voter qualifications to require U.S. citizenship, age 18 or older, and either freeholder status or domicile in the Town for at least 30 consecutive days prior to election, with each voter entitled to only one vote.

Requires polling places to remain open for at least four (4) hours on election day (first Saturday in August) and establishes procedures for handling election disputes, vote counting, and preservation of ballots for 30 days.

Prohibits council members from taking office until at least seven (7) days after election certification and requires Town Council actions to be approved by a majority vote of all council members rather than just a quorum.

Authorizes the Town to recover collection expenses (including court costs and attorney fees) from property owners for delinquent taxes and to regulate nuisances and dangerous buildings with costs collected similar to delinquent taxes.
