House Bill 390 - Maggie's Pet Vaccine Protection Act

• Requires licensed veterinarians to review vaccine risks with pet owners using a Department-developed Vaccine Risk Assessment Form before administering vaccines to dogs, cats, or ferrets.

• Assessment form must include evaluation of vaccine risks based on animal health/age/size, disease exposure risk from the animal's environment, discussion of titer testing alternatives, and strategy for spacing vaccines over time.

• Both veterinarian and owner must sign the completed form; original form maintained by veterinarian for 3 years with a copy provided to owner.

• Department shall create an abbreviated risk assessment form for mass vaccination clinics and free clinics; abbreviated forms need not be maintained on record.

• Violations subject to fines specified in Delaware Code § 107(a), payable to the Department; effective 180 days after enactment.
