Replaces the Board of Assessment with a single Tax Assessor position that may be a qualified individual or entity, appointed by the Mayor with Town Council consent for a one-year term.

Removes the Board of Assessment from the list of boards subject to Mayor recommendation and Town Council confirmation in the Town charter.

Extends the repayment period for short-term borrowings from 5 years to 15 years for new borrowings made after the effective date of the act.

Authorizes the Town Council to adopt an ordinance allowing the Town Manager to borrow up to $100,000 without requiring a separate Council resolution, with such amounts counted toward the 1.5% borrowing limit.

Requires the Tax Assessor to be available to answer questions and provide information during assessment appeals hearings before the Town Council.
