Allows voter registration on election day at polling places for presidential primary, primary, special, and general elections instead of requiring registration by the fourth Saturday prior to election day.

Permits same-day registration at polling places from 7 am to 8 pm with submission of current valid government-issued photo identification or alternative documents such as utility bills, bank statements, government checks, or paychecks dated within 60 days prior to registration.

Changes mail registration deadline from postmarked to received, requiring applications received on or before the deadline to be considered timely and processed immediately.

Requires registration applications from agencies received by the department of elections on or before the deadline to be considered timely and processed immediately upon receipt.

Takes effect on January 1, 2019.
