Removes the requirement for school superintendents to notify the Division of Motor Vehicles when a student is expelled from a public school.

Eliminates the Division of Motor Vehicles' authority to suspend, refuse to renew, or refuse to issue a driver's license based on school expulsion.

Repeals subsection (e) of § 4130 of Title 14 that previously allowed driver's license suspension for expelled students, including provisions for license reinstatement and conditional licenses.

Removes language from Title 21 § 2707 that prohibited the Department from issuing operator's or chauffeur's licenses to expelled students.
