Adds verification requirements for all registered agents to satisfy Secretary of State regulations regarding identity verification of entity contacts and individuals to reduce risk of unlawful business purposes.

Defines "commercial registered agent" as any agent serving more than 50 entities and establishes heightened qualifications including physical presence in Delaware during business hours and providing identification information to the Secretary of State upon request.

Requires entities (corporations, partnerships, limited partnerships, and limited liability companies) to provide registered agents with current contact information for a natural person authorized to receive communications, with agents able to resign if contact information is not provided.

Grants Secretary of State authority to issue regulations enforcing registered agent compliance and take enforcement actions including refusing to file documents submitted by non-compliant registered agents, including refusal to file formation documents.

Applies identical requirements across Delaware Code Titles 6 and 8 governing corporations, general partnerships, limited partnerships, and limited liability companies.
