Requires all prospective employees, contractors, and subcontractors of the Delaware Department of Labor who will have access to federal tax information to undergo background checks before being considered for employment

Mandates current employees, contractors, and subcontractors with access to federal tax information to submit to initial and subsequent background checks at least once every 10 years

Background checks must include both state criminal history records from the State Bureau of Identification and federal criminal history records from the FBI

Ensures Department of Labor compliance with IRS requirements under 26 U.S.C. § 6103(p)(4) and IRS Publication 1075 regarding the safeguarding of federal tax information

Authorizes the Department of Labor to adopt appropriate standards for screening the required background checks
