Concurs in constitutional amendments proposed in the 148th General Assembly to modernize Delaware's continuity of government provisions.

Amends Article II, § 5 to expand emergency circumstances allowing the General Assembly to meet outside Dover beyond "insurrection, conflagration or epidemic disease" to include "periods of emergency resulting from enemy attack, terrorism, disease, accident, or other natural or man-made disaster."

Amends Article XVII, § 1 to extend the General Assembly's authority to provide for governmental succession and continuity from enemy attack-only emergencies to include terrorism, disease, accident, and other natural or man-made disasters.

Authorizes the General Assembly to extend Chapters 77, 17, and 78 of Title 29 and Chapter 18 of Title 10 (relating to emergency government succession procedures) to a broader range of emergency situations under an "all hazards" approach.

Makes technical clarifications to Article XVII, § 1 to codify the Delaware Supreme Court's interpretation that succession provisions apply to public offices not immediately filled by the Constitution.
